Jamal Holtz serves as Chief of Staff and Executive Vice President at LINK Strategic Partners (LINK). Jamal helps lead LINK’s executive functions, business development, strategy, and performance development portfolio internally and externally. Jamal is responsible for aligning LINK’s external growth strategy with internal execution. This role works at the nexus of day-to-day operations and problem-solving with business development, external engagement, and executive coordination to ensure the firm operates based on vision and growth. In 2022, Jamal was recognized by the Washington Business Journal as one of the top 25 business leaders under 25 for his work on making an innovative impact in the region. In 2026, Jamal was nominated for the Festival of the Diaspora FOTD100 Leadership Awards, which recognize leaders in the Americas who are breaking barriers, forging meaningful connections, and driving transformative change in their communities.
At LINK, Jamal plays a meaningful role in helping organizations, government agencies, and community entities shape their strategies, workflows, and long-term planning. His work spans impactful initiatives across government, community engagement, and economic development, including spearheading the development of agency-specific equity plans in local agencies. Jamal has led large-scale activations that spurred millions of dollars in economic impact and created hundreds of regional jobs. He's recognized for fostering engaging dialogues, empowering communities, and championing collaborative efforts that transcend borders, promoting economic opportunity and cultural exchange. In his executive role at LINK, Jamal has regularly had thought leadership and presentation opportunities at national and international convenings such as SXSW, the Aspen Institute Socrates Seminar, Concordia, Festival of the Diaspora, the Young Elected Officials Network, National Public Education Forums, and many more.
In his civic work, Jamal currently serves on numerous advisory boards including the DC Mayor’s Commission on Juvenile Justice, where he advises the Mayor on juvenile issues, provides active consultation to government agencies, and assists in monitoring all juvenile detention and correction facilities and community-based programs to ensure compliance fits the needs of youth.
In addition, Jamal serves as a member of the Farmers Restaurant Group Council on Culture, an advisory council to Farmers Restaurant Group executives (with nine restaurant locations across the east coast) that works to provide insight and education on best practices related to human resources, employee relations, communication (internal and external), and career development. Jamal also serves his alma mater, the University of Rochester, on the Dean's Advisory Cabinet and as an advisor on the university's Board of Trustee Advisory Council for Inclusive Engagement, advising the university on admission and recruitment, student life, and other functional areas that contribute to building an inclusive culture and community. Other boards and committees include Far Southeast Family Strengthening Collaborative, and Destination DC Partnership & Alliance Committee.
Jamal has a wide breadth of experience working with grassroots leaders, community-based organizations, non-profits, elected leaders, and government officials, as well as working on national and local political and issue-based campaigns in his local region and beyond. In his civic capacity, Jamal serves as President of the DC Young Democrats and a staunch DC statehood supporter, and is featured in the award-winning short film 51st State—featured on PBS— a powerful documentary that explores the national fight for DC statehood through the eyes of one of the city’s youngest and most dynamic Gen Z leaders. Jamal has been recognized by NPR, Washington Post, and Teen Vogue as a next generation statehood leader.
